The purpose of this Association, as a member of the Japan Rugby Football Union, is to contribute to the mental and physical health of the Japanese people by developing and strengthening rugby in Japan, promoting a rich rugby culture through the activities of the Association and rugby teams affiliated to organizations that are full members of this Association, and thereby to contribute to international goodwill.

• (1) Management of matches organized by the Association and preparation of official records
• (2) Establishment of rules and regulations relating to matches organized by the Association.
• (3) Training and registration of players, coaches and referees for Rugby League matches organized by its members.
• (4) Certifying facilities and equipment for Rugby League matches organized by active members
• (5) Publicity and dissemination of Rugby League matches comprising active members through broadcasting and other means
• (6) Research, study and instruction relating to rugby and rugby techniques
• (7)  Implementation of welfare projects for players, coaches and related persons belonging to rugby leagues comprising active members.
• (8)  International exchanges and projects relating to rugby
• (9) Promotion and assistance of rugby and other sports
• (10)  Publicity and popularization of rugby leagues comprised of regular members through the publication of a bulletin, etc.
• (11) Development and utilization of rich human resources through rugby
• (12) Other activities necessary to achieve the objectives of the Association.
